The Citizens’ Toolkit for Effective Participation Toolkit was developed by non-profit Breast Cancer Action Québec (BCAQc) to give citizens and civil society groups the tools they need to participate actively in federal elections on issues that are important to them. This tool exposes the different ways to raise awareness of the electoral candidates and the broader public, whether by showing:

                        1. What my group can do;

                        2. What I can do;

                        3. How to join the media.

Different courses of action are detailed such as the sending of letters, the publication in a newspaper or the meeting with candidates. Developed as part of a campaign to reform the Canadian Environmental Protection Act (CEPA), this tool may be relevant for citizen action at different levels of government.

What makes this tool valuable?

When an issue is of concern to a citizen or an organization, there are modes of action that have been proven to influence decision-makers. This tool lists these different modes of citizen actions to act effectively in public debates.
